Dasar pemikirannya adalah mendidik para ibu dalam gizi praktis dan sanitasi. Secara aktif mereka diikutsertakan di dalam penyelenggaraan makanan tambahan yang dicampur dengan campuran tempe-ikan-beras.</p><p>Setelah dievaluasi dalam jangka waktu 6 bulan dan satu tahun, hasilnya menunjukkan bahwa tidak ada perbedaan-perbedaan yang bermakna secara statistik antara kelompok eksperimen dan kelompok kontrol.</p><p>Alasan-alasan kegagalan adalah faktor beberapa penyakit infeksi yang saling bertalian, konsumsi makanan yang buruk yang kemudian saling mempengaruhi (kalori dan protein), dan faktor psikologi.
