Penelitian ini merupakan studi kasus yang dilakukan di 16 desa yang telah/sedang melaksanakan PMTP di Jawa Barat, Jawa Tengah dana Daerah Istimewa Yogyakarta. Penentuan kabupaten dipilih secara acak dari kabupaten yang mempunyai dua desa pelaksana PMTP yang digolongkan berrhasil dan dua desa pelaksana PMTP yang digolongkan kurang berhasil di masing-masing propinsi. Dan tiap kabupaten dipilih dua kecamatan yang mempunyai satu desa yang dianggap pelaksanaannya baik dan satu desa yang kurang baik menurut penilaian pengelola di tingkat kecamatan. Data yang dikumpulkan meliputi status gizi anak balita saat penyaringan peserta dan pelaksanaan PMTP sejak pendekatan sampai pelaksanaannya. Pengumpulan data dilakukan dengan wawancara. Peneliti tinggal di desa penelitian selama tiga minggu. Analisis dilakukan untuk memperoleh gambaran konsistensi ketepatan penerima dan aspek pelaksanaan PMTP. Hasil penelitian menunjukkan suatu gambaran kekurangtepatan penerima sebagaimana ditunjukkan oleh adanya sasaran penerima PMTP yang tidak membutuhkan sebanyak 54,6%, dan 49,7% yang membutuhkan justru tidak menerima PMTP. Sasaran penerima yang benar-benar membutuhkan yang tercakup PMTP di beberapa lokasi penelitian adalah 50,3%. pendekatan, kesiapan pelaksanaan dan penerima serta pembinaan, baik dari Puskesmas maupun PKK tingkat kecamatan yang didukung pimpinan tingkat kecamatan dan desa, merupakan faktor yang berpengaruh terhadap keberhasilan pelaksanaan PMTP. Swadaya masyarakat, meski belum menonjol, benih-benih ciri partisipasi masyarakat dalam bentuk pemberian tambahan pangan yang diperlukan dalam pelaksanaan PMTP serta upaya PKK dan Puskesmas dalam menghimpun dana di beberapa daerah sudah mulai tampak.
